Meet Our Team

An Instructor is a servant who possesses a key that unlocks their student's potential,
Not a prideful gatekeeper focused on self gain.

Phillip Toto

NRA Chief Range Safety Officer

NRA Pistol Instructor

USCCA Certified Instructor

NRA ID: 1913311255

USCCA ID: 401048

ASP ID: 16-1274

Phillip is an NRA Chief Range Safety Officer, Certified United States Concealed Carry Instructor, & Arkansas State Police Safety Instructor.

In addition to being the Vice President of the Rogers Gun Club, he is an avid shooter with a passion for helping others learn how to safely and responsibly enjoy shooting sports.

He spends hours upon hours on the range each year both self-training and learning from others, often seeking out opportunities to acquire advanced skills from some of the nations leading firearms instructors.

Growing up near the Mississippi Delta, he hunted with his dad who taught him the aspects of firearm safety. Spending time at public and private ranges made him realize that not everyone was as fortunate and there were a lot of opportunities to help educate gun owners.  What started as an occasional trip to the range with a friend, eventually turned into a small business.

Once old enough to hold a conceal carry permit, and leaving the class with more questions than answers, he knew that he had a responsibility to help provide a quality education to those serious about their personal safety.

While a hobby turned into a business, what has not changed is Phillip's passion for helping others, teaching firearm safety, and how to responsibly enjoy shooting sports.

Sarah Toto

NRA Range Safety Officer

NRA Pistol Instructor

NRA ID: 253574925

ASP ID: 20-1477

Sarah is passionate about teaching, she is a local educator who teaches computers to elementary students.

She grew up in Illinois (not Chicago) and was never really around guns during her childhood although she’s pretty sure there was a shotgun in her parents’ closet.

Like Phillip, after she got her CHCL permit she had more questions about the justification of force, prohibited locations, and even how to successfully defend herself. This was confirmation for Phillip that better training had to be offered, and so Insight was founded in 2016. Sarah has been a behind the scenes partner since its inception.

In 2018 when Arkansas Introduced the Enhanced Permit, which required a notarized document to be submitted, Sarah became a Notary so that Insight could offer that service to its customers, something that most instructors do not offer.

Since she was spending more time at classes, the teacher in her started to want to help more and more with the classes. She decided to pursue her NRA Range Safety Officer certification so that she could help during live fire exercises. This ultimately led to her obtaining her NRA Pistol Instructor certification and becoming an Arkansas State Police Safety Instructor during the summer of 2020. This has allowed Insight to offer another service not commonly found in Northwest Arkansas, Ladies Only Firearms Training.

Sarah has a passion for teaching people how to be safe and proficient with their firearms. She is especially passionate about helping other women gain confidence in their own abilities when it comes to firearms. She also thoroughly enjoys helping parents teach their children about firearm safety.

Insight is excited to have Sarah as an official part of the team and proud to offer dynamic ladies only training taught by a female instructor to the NWA community.
