Phillip Toto
Instructor Credentials:
NRA: 1913311255
Arkansas State Police: 16-1274
USCCCA: 401048
An avid shooter and lifelong student of the craft, Phillip dedicates countless hours each year to both self-training and learning from some of the nation’s top firearms instructors. His passion lies in helping others gain the skills and confidence to safely enjoy shooting sports, whether for recreation, home defense, or personal protection.
Phillip’s journey began in the Mississippi Delta, where he grew up hunting alongside his father—lessons in safety, respect, and responsibility were part of every outing. But it was during his time on public and private ranges that he saw the clear need for more accessible, high-quality firearms education. What started as casual trips to the range with friends eventually grew into a full-time mission to educate and empower others.
After earning his first concealed carry permit—and leaving the course with more questions than answers—Phillip felt a calling to provide better instruction for those serious about their safety. That experience planted the seed for what is now a thriving training program rooted in professionalism, real-world application, and a genuine desire to help others.
Phillip holds instructor certifications from the NRA as a pistol instructor and Chief Range Safety Officer as well as the United States Concealed Carry Association (USCCA) in multiple disciplines. He is certified by Ed Monk to teach his Active Shooter curriculum, and is an Arkansas State Police Certified Safety Instructor.
He is an RSO at a local range, which has given him the opportunity to help many local ranges and clubs equip their staff with the knowledge and skills necessary to be to NRA Range Safety Officers.
Phillip currently serves as President of the Rogers Gun Club, where he continues to advocate for safe, responsible firearms education in the community.
While a hobby may have sparked the beginning, Phillip’s dedication to teaching, safety, and responsible gun ownership remains the driving force behind everything he does.

Sarah is a teacher at heart. Whether she’s in a classroom helping kids learn computers or on the range helping women feel more confident with a firearm.
She’s a mom, a public school educator, and someone who never thought she’d be involved in the firearms world… until she realized how important it was.
Growing up in small-town Illinois (not Chicago!), guns weren’t really a part of her life. Maybe there was a shotgun in the closet—but it was never talked about. Like a lot of people, Sarah didn’t get interested in firearms until later in life, when she started thinking seriously about protecting herself and her family. After getting her Concealed Carry License, she walked out of the class feeling uncertain—still full of questions about when force is justified, where she could legally carry, and how to really handle a firearm under stress.
That experience made it clear: women deserve better training in a space where they feel safe, supported, and respected.
So, when her husband Phillip founded Insight in 2016, Sarah was part of it from the beginning—quietly helping behind the scenes. But it didn’t take long before the teacher in her wanted to do more. She became a Notary Public so Insight could help students get their Enhanced Carry Permits more easily, and eventually stepped fully into the instructor role. She now holds instructor certifications from the NRA, USCCA, and is an Arkansas State Police Safety Instructor.
Today, Sarah leads Ladies-Only Firearms Training sessions, designed specifically for women who want to learn at their own pace, in a no-pressure, judgment-free environment. Whether you’ve never touched a firearm before or you’re a mom who just wants to feel more confident about protecting your family, Sarah gets it—because she’s been there too.
Her passion is helping other women go from nervous and unsure to capable and confident. She also loves helping parents learn how to teach their kids about firearm safety in a way that makes sense for their family.
If you’ve been thinking about learning to shoot, but feel overwhelmed or intimidated, Sarah is here to walk with you—every step of the way.
